Expert Government is a new form of government designed to manage complex civilisations. Its main objective is improving the effectiveness of government.
Expert Government is a self-organising system of many independent specialisms. A set of generic rules define how specialisms must behave. Organisation emerges from the collective behaviour of those specialisms; it is not controlled directly. There is no elite group of individuals, just many independent specialisms.
Each specialism has many specialists that have equal authority and vote on policies they develop collaboratively. Authority is not organised into hierarchies. Specialisms aim to engage skilled specialists, hence the name Expert Government.
To remain adaptable Expert Government does not use any irrational ideas. Every policy is based on the best available understanding by experts. As such policies are expected to evolve.
Almost all products and services used in an advanced civilisation depend on collaboration between many self-organising independent organisations. The most effective of those employ multiple collaborating experts working exclusively within their discipline. This understanding is the basis of Expert Government.
Egalitarianism is very widely seen as a feature at the pinnacle of civilisation, but people are bad at employing it. Hierarchical authority structures concentrate influence toward the top. The more influence an individual has, the greater chance that it will be abused and the further reaching the effects can be. Therefore, hierarchical authority structures hinder egalitarianism. Specialism structured government has no authority hierarchies. Equal authority is given to all specialists, and is limited to their discipline. This approach is less likely to hinder egalitarianism.
Ideas that require no justification are dangerous. They lead to inflexibility in response to evolving needs, circumstances, and understanding. To ensure adaptability Expert Government does not use dogmas.
Citizens retain strategic authority via the Covenant that specialists must work within and be measured by. Any citizen can propose changes to the Covenant, but the Covenant may only be changed by referendum.
